Description

This solicitation is a total set-aside for Service-Disabled Veteran Owned Small Businesses under NAICS Code 621111 Offices of Physicians (except Mental Health Specialists). Teleradiology services to support Veterans Affairs (VA) facilities nationwide in the interpretation of imaging exams.

The total Period of Performance (POP) is for five (5) years (inclusive of a 1-year base and 4, one-year optional ordering periods). The contract POP is anticipated to begin on or around June 9, 2026.

QUESTIONS AND ANSWERS:

All questions and inquiries concerning this RFP shall be submitted on Attachment E RFP Questions no later than 11:59PM EDT on Friday, March 26, 2026. The Government shall consolidate questions received and provide a response in a timely manner (to maximum extent practicable) to all Offerors at the same time. All questions and answers shall be published by amendments posted on sam.gov. Oral communications are not permissible. Questions and/or comments received after the specified date/time may not be addressed by the Government.

Background
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking to contract teleradiology services to support its facilities nationwide in the interpretation of imaging exams.

The National Teleradiology Program (NTP) aims to provide high-quality, effective, and efficient solutions for the care of Veterans. Due to staffing losses and a national shortage of radiologists, the NTP requires additional support to meet current workload demands.

Work Details
The Contractor shall provide teleradiology services including:
1. Interpretation of approximately 138,000 diagnostic imaging exams annually, including digital x-rays, CT scans, MRIs, and ultrasounds.
2. Development of workflows to ensure timely interpretations: STAT exams within 60 minutes and routine exams within 72 hours.
3. Coordination with stakeholders for service integration.
4. Provision of Board Certified or Board Eligible Radiology Physician Services.
5. Compliance with VA and American College of Radiology guidelines.
6. Ongoing professional practice evaluations for all staff meeting VA requirements.
7. Maintenance of a dedicated IT service for continuous network support.
8. Adherence to security and privacy requirements as outlined in VA directives.

Period of Performance
The total Period of Performance is five years, consisting of a one-year base period followed by four one-year optional periods, anticipated to begin around June 9, 2026.

Place of Performance
Services will be performed at Contractor facilities both within and outside the continental United States.
