Background
The Defense Health Agency (DHA) is seeking industry input on its Draft Performance Work Statement (PWS) for upcoming Enterprise Teleradiology Services. The goal is to refine the PWS to ensure a highly effective, efficient, and commercially viable contract that delivers high-quality care to service members and beneficiaries. This RFI is part of market research and does not constitute a Request for Proposal (RFP).

Work Details
The contractor will be responsible for providing teleradiology services, which include interpreting diagnostic imaging studies, ensuring timely reporting of results, and maintaining compliance with established performance metrics. Key tasks include:
- Providing final diagnostic reports into the Electronic Health Record (EHR) within specified timeframes: 60 minutes for STAT exams, 24 hours for urgent exams, and 5 business days for routine exams.
- Preparing monthly program status reports that detail task order information, including examination volumes and turnaround times.
- Reporting critical test results within required timeframes and ensuring compliance with notification requirements.
- Maintaining licensure and credentials as defined in the PWS.

Place of Performance
TX 78234 UNITED STATES

Bidder Requirements
Bidders must demonstrate compliance with specific licensure and credentialing requirements as outlined in the PWS. They must also have experience in providing teleradiology services and be able to meet stringent reporting timelines for critical results.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award HT001521D0001, awarded to Valor Network for approximately $76.4M (02/12/21–07/30/27). The prior work involved non-personal teleradiology services providing secure transmission of imaging data and board-certified radiologist interpretation/reporting for DHA/MHS facilities worldwide, including STAT/urgent/routine-style turnaround and critical result notification support. The current draft PWS RFI similarly focuses on enterprise teleradiology performance requirements such as timely final diagnostic reporting into the EHR and compliance with established performance metrics, suggesting continuity in service scope and delivery model.
