THIS PROCUREMENT IS SOLICITED ON AN UNRESTRICTED BASIS.
The Indian Health Service (IHS) is requesting proposals in accordance with the requirements of Request for Proposal (RFP)-244-19-0001-REL for Tele-Health Services at the IHS facilities in the Billings Area (Montana and Wyoming).
The procurement is conducted pursuant to Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation; FAR Part 12, Acquisition of Commercial Items (41 U.S.C. 1906 and 1907)); FAR 37.6, Performance-Based Acquisition; and FAR 37.4, Non Personal Health Care Services Contract (41 U.S.C. Chapter 33).
The Indian Health Service intends to award a fixed-price commercial item contract for 12 months with four 12-month options. The solicitation is issued on an unrestricted basis. The clauses are those in effect through Federal Acquisition Circular 2019-02. The associated North American Industry Classification System code is 622110 and the small business size standard is $38.5 million.
Prospective offerors may submit alternate proposals to satisfy the requirements of the solicitation as provided in Subsection E.1, paragraph (e).
A Pre-Proposal Conference will be conducted to provide potential offerors with an overview of the telehealth services and to give offerors the opportunity to ask questions and suggest changes to the solicitation. The pre-proposal conference will essentially serve to identify and clarify the feasibility of the services, including but not limited to: IHS infrastructure, implementation schedule, performance and data requirements, clearance and access procedures, IHS support staff, patient schedules, proposed contract type, reimbursement methodology, the suitability of the proposal instructions and evaluation criteria, and any other industry concerns or questions.
The conference will be held on June 18, 2019, from 8:00 a.m. to 11:30 a.m., at the Billings Area Indian Health Service, 2900 Fourth Avenue North, Room 401, Conference Room A. Offerors who would like to submit questions in advance should e-mail the inquiries to Rita.Langager@ihs.gov.
Potential offerors are encouraged to visit the Indian Health Service facilities prior to the pre-proposal conference. The site visits will give offerors an opportunity to see the physical conditions of each hospital and health center where the services will take place.
