Description

The American Embassy has a requirement for a qualified contractors for the supply, installation, and commissioning of Polymer Dispersed Liquid Crystal (PDLC) glass panels for the U.S. Embassy in Tegucigalpa, Honduras.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation.

Background
The American Embassy in Tegucigalpa, Honduras, is seeking qualified contractors to supply, install, and commission Polymer Dispersed Liquid Crystal (PDLC) glass panels. This initiative aims to enhance privacy, security, and functionality within embassy offices. PDLC glass offers the ability to switch between transparent and opaque states, providing flexibility for privacy while maintaining a modern aesthetic. The Department of State prefers PDLC over traditional privacy films as it preserves line of sight, which is crucial for management control.

Work Details
The contractor will be responsible for providing all labor, materials, equipment, and services necessary to complete the following tasks:

1. Design and Specifications: Supply PDLC glass panels that meet specific dimensions tailored to office spaces; include an electric control switching mechanism with wall-mounted switches and remote options; ensure transparency levels are clear when powered and opaque when unpowered; guarantee durability with scratch-resistant and shatterproof features; maintain energy efficiency with low power consumption; comply with safety standards such as ANSI Z97.1.

2. Installation: Conduct a site survey to confirm measurements and compatibility with existing structures; install PDLC glass panels ensuring proper alignment and secure mounting; integrate electrical components into the office infrastructure; test functionality for seamless operation between transparent and opaque states.

3. Training and Documentation: Provide training for consular managers and designated staff on the operation and maintenance of the PDLC glass system.

The contract will be performed from September 3, 2025, through October 31, 2025.
