Description

The American Embassy in Tegucigalpa has a requirement for Messaging Campaign Development.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm-fixed-price type contract.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

Background
The American Embassy in Tegucigalpa is seeking to develop a Messaging Campaign aimed at deterring illegal immigration from Honduras to the United States. This initiative is part of broader U.S. policy objectives to enhance public safety, strengthen bilateral relations, and reduce the strain on border resources.

The campaign will inform potential migrants about the risks associated with illegal immigration and promote local opportunities as alternatives.

Work Details
The contractor will be responsible for developing and implementing a comprehensive media-based messaging campaign. Key tasks include:

1) Developing a Campaign Strategy & Work Plan that outlines objectives, audience targeting, channels, timeline, and metrics;

2) Creating Messaging & Creative Content such as radio/TV spots, press articles, billboards, and digital content;

3) Media Placement across various platforms including radio, TV, newspapers, and social media;

4) Engaging with press outlets to disseminate accurate information;

5) Monitoring & Evaluation through monthly progress reports and a final evaluation report assessing impact against performance standards.

The contractor must ensure that all messaging is culturally appropriate and factually accurate.

Period of Performance
The contract will be performed over a period of twelve (12) months from the date of award.

Place of Performance
The work will be conducted in Honduras, with an emphasis on high-migration municipalities. Coordination meetings will occur virtually with U.S. Embassy staff.
