TECOM Aviation Standards Branch (ASB): Marine Sierra Hotel Aviation Readiness Program (M-SHARP) - Synopsis   2

The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps (USMC), Training and Education Command (TECOM) Aviation Standards Branch (ASB): Marine Sierra Hotel Aviation Readiness Program (M-SHARP). The procurement of services in support of TECOM M-SHARP shall be solicited as a competitive 100% small business set-aside. The contemplated contract will be a single award, Firm Fixed Priced contract. The resultant contract will have a 12-month base period and two (2) 12-month option periods. The NAICS code associated with this requirement is 541512 Computer Systems Design Services with a corresponding size standard of $34.0M.

This action will be solicited utilizing FAR Part 12 in conjunction with Part 15 Contracting by Negotiation procedures. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (SAM.gov). The proposed solicitation number for this action is M00264-25-R-0002. All responsible sources must submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (SAM.gov). It is the responsibility of the interested parties to independently review the referenced web link (SAM.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.

SCOPE OF WORK:

The scope of this effort entails technical, analytical, and programmatic support to implement and sustain mission capabilities. Specifically: (1) develop and maintain significant experience and knowledge of Marine Aviation and the Aviation Program Manual; (2) continue the development of M-SHARP through sustainment of current capabilities and development of additional needed functionalities; (3) continue building, fielding, and supporting an integrated web-based application for the Units; and (4) provide the Higher Headquarters (HHQ) elements with reporting services necessary for the collection of data required to justify budgetary decisions.
