Description

In accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10, SSP is conducting market research to determine if sources are capable of successfully performing the requirements identified in this SSN.

Specifically, SSP is seeking capable firms to perform technical systems engineering, analysis and program support services for the TRIDENT II Submarine Ballistic Missile (SLBM) Program as identified in the enclosure (1) SSN Statement of Work (SOW) attached.

The anticipated contract will contain a base year effort for FY 2026 and include options during FY 2027 through FY 2028. The contract will contain combination of Level-of-Effort (LOE) Line Items on a Cost-Plus-Fixed-Price (CPFF) basis, and Cost only. Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty 30%, in accordance with SSP terms and conditions. The anticipated award date is October 1, 2025.

NOTE: Given the highly technical nature of SSP's mission set as a major weapons systems command and corresponding technical requirements, respondents must provide recent and relevant past performance data (as detailed below) to demonstrate and substantiate the respondents ability to successfully execute requirements detailed in this SSN.

The Space and Strategic Systems (SSP) is conducting market research to identify capable firms for providing technical systems engineering, analysis, and program support services for the TRIDENT II Submarine Ballistic Missile (SLBM) Program. This initiative aligns with SSP's mission as a major weapons systems command, emphasizing the need for advanced technical capabilities in support of national defense.

Work Details
The contract will encompass a range of tasks including:
1. Technical assessments and future studies related to systems engineering and analysis support for various SP programs.
2. Arms control and treaty support services.
3. Research and development initiatives focusing on new initiatives such as nuclear delivery systems and future reentry systems development.
4. Program integration and schedule support, risk assessment frameworks, and comprehensive assessments related to strategic deterrence.
5. Each task will be structured under Level-of-Effort (LOE) line items on a Cost-Plus-Fixed-Price basis, with provisions for additional costs as necessary.

Period of Performance
The anticipated contract will have a base year starting in FY 2026, with options extending through FY 2028. Each LOE line item is estimated to cover a twelve-month period.

Place of Performance
The work will be performed at multiple locations including the Washington Navy Yard, outlying field activities, and contractor places of business.
