Description

The purpose of this Special Notice is to post the redacted Consolidation Memorandum for Record (MFR) for the Naval Oceanographic Office (NAVOCEANO) Technical Support Services (TSS) requirement in accordance with FAR 7.107-5(c), Notification to the public of consolidation of contract requirements. This is not a Request for Quote (RFQ). NAVOCEANO is not accepting questions regarding this requirement at this time. Please continue to monitor SAM.gov and GSA for updates.

Background
The Naval Oceanographic Office (NAVOCEANO) is seeking technical and scientific professional services for ocean databases, including data loading and database engineering, to support Fleet operations. The contract will satisfy a five-year requirement with a base year and four one-year options, employing a Firm-Fixed Price (FFP) blanket purchase agreement (BPA) with a total estimated value through 28 September 2026. The consolidation of the current Technical Support Services (TSS) requirement was previously administered by four different contracts, and consolidating them is expected to result in decreased costs, reduced administrative burden, and better risk management.

Work Details
The tasks to be completed under the contract include providing technical and scientific professional services for ocean databases, data loading, database engineering, comprehensive technical process documentation, transition of oceanographic technologies to support Fleet operations, integration, installation, testing, troubleshooting services to support NAVOCEANO's mission. The contract also involves physical oceanographic instrumentation and rapid software transitions from the Department of Defense (DoD) Research and Development (R&D) community into NAVOCEANO operational use. The previous and current requirements anticipated in being consolidated into one BPA contract under GSA Multiple Award Schedule (MAS) include tasks such as Environmental Satellite Receiver System (ERSP), System for Platform data Evaluation, Communication, Tracking, Reporting, and Examination (SPECTRE), Satellite Readiness, Data Loading, Optics Data Processing Software (ODPS), Naval Oceanographic Time Series Toolkit (NOTST), Naval Oceanographic Processing and Editing Display System (NOPEDS), Threaded Observations Database (TODB), Tidal, Documentation, Climatology, Ocean Atmospheric Master Library (OAML), and Ocean Physics Interactive Explorer (OPIE).

The contract will be performed over a five-year period with a base year and four one-year options.
