Description

The U.S. Department of Energy, National Nuclear Security Administration (NNSA), intends to issue a sole-source contract using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Covenant Park Integrated Initiatives of 3493 Barristers Keepe Circle, Fairfax, VA 22031-4718, to provide technical, operational, analytical, and programmatic support services for NNSA's Office of Continuity Programs. Covenant Park Integrated Initiatives has been identified as the only responsible source because it is the only known vendor that can provide the highly unique technical, operational, analytical, and programmatic support to NNSA's Office of Continuity Programs.

Successful execution of this critical mission requires a contractor with cognizant expertise to support the Department's Continuity of Operations (COOP) and Continuity of Government (COG) activities, including: providing technical, operational, analytical, and programmatic support to assist the Department's Priority Mission Essential Functions (PMEFs) and Mission Essential Functions (MEFs), providing plans, operational support, test, training and exercises along with mandated assessments in support of the Department's Continuity of Government (COG) activities; supporting activities associated with the possibility of natural or man-made disasters; and, supporting sustainment of the eight National Essential Functions (NEFs). In order to successfully perform these functions, the contractor must have an established knowledge of specific, relevant standards, such as: Presidential Policy Directive 40; Federal Continuity Directive 1; DOE Order 140.1A; and Office of Science and Technology Policy/Office of Management and Budget Circular D-16-1. The nature of the work necessitates that the contractor possess a Top Secret facility clearance, and its personnel must hold a Q clearance and, as necessary, TS/SCI clearances. All work performed must be at locations in the National Capital Region (NCR) to fulfill mission critical work under this contract.

This notice serves as notice of intent to award a contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 5:00pm Eastern Daylight Time (EDT), March 17, 2021, which will be considered by the agency. NNSA will not be responsible for any costs incurred in response to this notice.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action.
