Technical Support Services Contract for Infrastructure Engineering Laboratories   5

Background
The Federal Highway Administration (FHWA) Office of Infrastructure Research & Development (HRDI) conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. Studies focus on the design, materials, construction, operation, and preservation of highway pavements, bridges, culverts, tunnels, and other structures. In addition, HRDI provides expert technical assistance to other FHWA offices, other Federal agencies, State and local transportation organizations, industry, and academia. Through an integrated and interdisciplinary research approach, HRDI provides state-of-the-art knowledge and tools with the goal of improving the safety, performance, sustainability, resilience, and cost effectiveness of the Nation’s highway infrastructure.

Work Details
The Contractor shall provide the overall management and operation of a specific laboratory or laboratories. The Geotechnical Laboratory (GEO Lab), Nondestructive Evaluation (NDE Lab), Hydraulics Laboratory (HYD Lab), and/or Structures Laboratory (STR Lab) may be covered by this statement of work. The requirement shall include overall management and operation of the requirements listed below; daily operation and maintenance of the laboratory and test equipment; specimen preparation and logging; materials testing and evaluation; instrumentation and modeling; data acquisition; data validation; data analysis; documentation including reporting and presentation of means and methods, findings, analysis, and recommendations; administration of the safety program for the laboratory.

Period of Performance
The period of performance for purposes of ordering and placing orders under this contract is 60 months from the effective date of the contract.

Place of Performance
The work under this contract shall be performed primarily at the Turner-Fairbank Highway Research Center in McLean, Virginia.
