The Federal Highway Administration (FHWA) has a requirement entitled, Technical Services Support Contract for FHWA's Long Term Bridge Performance (LTBP) Program. The Government anticipates a single Indefinite Delivery Indefinity Quantity (IDIQ) contract to be awarded for these services with an anticipated ordering period of 60 months. The NAICS code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Task Orders will be Firm-Fixed Price (FFP), Labor Hour (LH), T-and-Materials (T&M) or a hybrid of these types.

Background
The Federal Highway Administration (FHWA) has a requirement entitled, “Technical Services Support Contract for FHWA’s Long Term Bridge Performance (LTBP) Program.” The primary goal of the LTBP program is to understand how and why bridges perform as they do. Through an integrated and interdisciplinary research approach, HRDI provides state–of–the–art knowledge and tools with the goal of improving the safety, performance, and cost effectiveness of the Nation’s highway infrastructure, while minimizing the impacts that highway construction, operations, maintenance, and rehabilitation may have on the environment.

Work Details
The Contractor(s) shall conduct non-personal technical and professional engineering services in support of the FHWA mission and activities, as needed on a Task Order basis. The Contractor shall provide non-personal research and technical support for Long Term Infrastructure Performance under the Long-Term Bridge Performance (LTBP) Program. The work requires skilled, knowledgeable, and experienced subject matter experts including but not limited to the areas of bridge design, maintenance, testing, monitoring, and condition assessment utilizing sensor technologies, corrosion, load rating applications, design and analysis, bridge management, reliability and statistical analysis, and technical report writing. The Contractor shall provide facilities, equipment and improvements, services, supplies, materials, and personnel to perform activities including but not limited to coordination with stakeholders to obtain existing performance-related information and documentation of bridge assets from a representative sample of bridges nationwide.

Period of Performance
The Government anticipates a single Indefinite Delivery Indefinity Quantity (IDIQ) contract to be awarded for these services with an anticipated ordering period of 60 months.

Place of Performance
The work under this contract shall be performed primarily at the contractor’s facilities. Place of performance will be specified at the TO level.
