Technical Services for Aerospace Modeling and Simulation (SimLabs) III

NASA/ARC plans to issue a Request for Proposal (RFP) for Technical Services for Aerospace Modeling and Simulation (SimLabs) III. The purpose of this procurement is to obtain technical services to support the NASA Ames Research Center (ARC) Simulation Laboratory Facilities. The major objectives include successful preparation and operation of simulations, collection of research data, and the continuing maintenance and upgrade of the facilities, as well as development, test, and validation of advanced air traffic management automation tools being developed at ARC. Primary place of performance will be Ames Research Center (ARC), Moffett Field, CA.

The current SimLabs contract was awarded to Science Applications International Corporation (SAIC) 11/01/2012. Due to a novation, the contract number was changed from NNA13AA07C to NNA15AB05C. The maximum value of the CPAF Contract is $72M.

This pre-solicitation synopsis is issued to replace the Request for Information Sources Sought Synopsis posted on 10/13/2015. All future communications related to this requirement will be issued under NNA17568278R.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541330 and $38.5M (Military and Aerospace Equipment and Military Weapons), respectively.

This requirement will be issued as Small Business Set-Aside procurement.

The Government is contemplating the award of a contract consisting of a 45-day firm fixed price (FFP) phase-in period, a one-year cost plus fixed fee (CPFF) base period, and four CPFF one-year options. The base and option periods will include a core requirement for contract management and technical services as well as an Indefinite Delivery/Indefinite Quantity (IDIQ) component for additional technical services.
A Draft RFP (DRFP) will be posted, which will seek comments from interested parties.
