Technical Research Services for the FHWA Office of Safety and Operations Research and Development Saxton Transportation Operations Laboratory (STOL4)

Background
The Federal Highway Administration (FHWA) is conducting market research to identify organizations capable of providing technical research services for the FHWA Office of Safety and Operations Research and Development at the Saxton Transportation Operations Laboratory (STOL).

The STOL, located within the FHWA’s Turner-Fairbank Highway Research Center in McLean, Virginia, focuses on transportation research, development, testing, and technology transfer to enhance traffic safety, efficiency, and reliability. The laboratory supports various FHWA initiatives and collaborates with federal staff, researchers, and industry partners.

Work Details
The Contractor shall provide non-personal services including:
1) Managing, operating, and maintaining the STOL and its equipment, testbeds, and fleet of research vehicles;
2) Conducting research to advance knowledge and technology addressing national transportation goals;
3) Providing outreach and communications support for HRSO and STOL;
4) Supporting research at off-site test facilities.

Specific tasks include:
A. Technical research related to transportation safety and operations;
B. Technical assistance for HRSO initiatives through studies and experiments;
C. Research in three areas:
i. Improving Highway Safety by developing new data collection tools;
ii. Strengthening Transportation Planning through modeling factors affecting demand;
iii. Reducing Congestion by developing advanced transportation concepts;
D. Operating and maintaining state-of-the-art testbeds;
E. Conducting services related to ITS communications and cybersecurity;
F. Preparing outreach products documenting research efforts.

Place of Performance
The primary location for performance is the Turner-Fairbank Highway Research Center in McLean, Virginia.
