QUOTERS: PLEASE ENSURE A QUOTE AND/OR A DETAILED DESCRIPTION OF THE COURSE REQUIREMENT IS PROVIDED AS AN ATTACHMENT OR IN THE LINE-ITEM DESCRIPTION FOR TECHNICAL CONCURRENCE AS WELL AS A QUOTED TOTAL DOLLAR AMOUNT. THIS SOLICITATION IS FOR GSA SCHEDULE CONTRACT HOLDERS WHO CAN PROVIDE TECHNICAL TRAINING COURSES AS OUTLINED IN THE STATEMENT OF WORK. QUOTES MUST INCLUDE THE GSA CONTRACT NUMBER ASSOCIATED WITH THE SCHEDULE CONTRACT PRICING. NOTICE: The U.S Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) for GSA schedule contract holders for three TPO training courses as described in the attached Statement of Work (SOW). This requirement is an Unrestricted Full and Open Competition. Only quotes submitted by GSA Schedule contract holders will be accepted by the Government. Open market responses will not be considered for award. NETL requires three Technical Project Officer (TPO) training courses for eight attendees (BIL). These courses are for Federal Project Managers to meet and obtain TPO Level 2 certifications. NETL's Contracting Officer's Representatives (COR) and TPO designation training requirements entail certain acceptable training for TPO Levels and the availability for virtual training is necessary. The Department of Energy's Technical Project Officer (TPO) Certification program guidelines outlined in the Acquisition Career Management Program (ACMP), and found in the DOE Acquisition Certifications Program Handbook (ACPH) Version 8.5 (updated February 9, 2021); Before a TPO delegation may be issued to a prospective candidate, the candidate must be certified in accordance with the core curriculum requirements for TPO certification provided in the handbook Training Standards, chapter 9, page 34. The DOE requires a special scope of training for TPO accreditations. Obtaining the TPO certification is essential for NETL employees to fulfill their expected job assignments. There are no other courses that are considered acceptable substitutes for this specific requirement per the ACPH. Interested GSA Schedule holders are strongly encouraged to submit their quotation via GSA e-Buy by the due date and time indicated in the RFQ notification. EVALUATION: The Government anticipates making a single award resulting from this RFQ to the responsible GSA Schedule contract holder whose quote conforms to the RFQ requirements and is determined to be the lowest price technically acceptable. Vendors are encouraged to offer promotional or discounted pricing off their current GSA schedule contracts. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation and will be based on meeting the RFQ "Statement of Work" requirements attachment. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
