This is Modification 3 to the Special Notice entitled "Technical Library - JSC/WSTF Test Evaluation and Support3 (TEST3), which was posted on May 22, 2020.

You are notified that the Technical Library posted below has been updated with additional documentation to assist in potential offerors resposes related to TEST3.

This notice is for providing the Test, Evaluation, and Support Team 3 (TEST3) Technical Library for all potential offerors.

It does not constitute a Request for Proposal or Request for Quotation, and is not to be construed as a commitment by the Government to enter into a contract. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized at a later time. It is the potential offeror's responsibility to monitor Government sites for the release of any solicitation or synopsis. Information regarding this opportunity can be found on the TEST3 website at https://procurement.jsc.nasa.gov/test3/.

It is anticipated that NASA will issue a solicitation for test and evaluation support mainly under cost reimbursable with some fixed priced contract features. The Test Evaluation and Support 3 (TEST3) contract will be a follow-on effort to the current TEST2 contract to support the WSTF in Las Cruces, New Mexico. The planned effort is anticipated to be similar in scope to the current TEST2 contract to fulfill requirements for providing propulsion testing; propellants, aerospace fluids, materials, and components testing; hypervelocity impact testing; flight hardware processing; technical services; training; facility maintenance; and construction management.

Background
The contract is issued by Jacobs Technology Inc., ERC, Inc., and GeoControl Systems Inc. in collaboration with the International Association of Machinists and Aerospace Workers, AFL/CIO, to support NASA's Test Evaluation and Support Team contract at the White Sands Test Facility (WSTF) in New Mexico.

The goal is to ensure industrial peace and cooperation among employees while maintaining operations efficiently.

Work Details
The contract involves technical and logistical support services for NASA programs at WSTF, including tasks such as test evaluation, equipment maintenance, calibration, chemical analysis, clean room operations, and more.

Employees are expected to comply with safety regulations and wear protective clothing as required. The contract also includes provisions for collective bargaining agreements, management rights, overtime work distribution, shift differentials, grievance procedures, arbitration processes, subcontracting limitations, health and safety standards, job classifications and promotions, leave policies including educational and medical leaves, military leave compensation, jury duty pay, union functions leave, armed forces re-employment rights, excused absences without pay (LWOP), training for hazardous material handling, prescription safety glasses reimbursement, performance requirements for employees including disciplinary actions.
