Description

This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for a series of anticipated contracts/task order awards. The purpose of this notice is to obtain information for planning purposes, regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code for the proposed acquisition.

The FHWA Office of Acquisition and Grants Management contemplates multiple awards for Pavements and Materials, Construction and Maintenance, Asset Management, and Financial Management course development and course delivery services, with the potential for using different types of contract vehicles, dependent on the results of the market research. The purpose for this SS is to conduct market research to identify potential offerors having an interest in and the resources to accomplish the work. Consideration will be given to identifying small business concerns, including the sub-categories of SDVOSB, HUBZone, 8(a), SDB and woman-owned as well as identifying Best in Class and Spend Under Management solutions as identified in OMB Memorandum M-19-13 and subsequent memos. The result of this market research will contribute to determining the method of procurement.

Work Details
The FHWA's National Highway Institute (NHI) is seeking sources that can provide support services related to designing and developing courseware for engaging high-level training courses in Pavements and Materials, Construction and Maintenance, Asset Management, and Financial Management; developing and delivering distance-based/virtual training and job aids in these areas; developing or updating an Instructor Guide, Participant Workbook, Reference Manual and Visual Aids based on the established principles of Instructional Systems Design (ISD) for courses offered by NHI; providing subject matter experts with adult education experience to deliver instructor-led classroom and virtual instructor lead training according to NHI standards; incorporating innovation in training development and delivery strategies.
