Description

In accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10, SSP is conducting market research to determine if sources are capable of successfully performing the requirements identified in this SSN. Specifically, SSP is seeking capable firms to perform technical systems engineering, analysis and program support services for the Technical Services & Programmatic Support for the integration of the TRIDENT II (D5) Submarine Launched Ballistic Missile (SLBM), Strategic Weapon System (SWS) within the joint U.S./UK Common Missile Compartment (CMC) on-board the U.S. COLUMBIA (CLB) Class and UK Dreadnought (DRNT) Class Submarine platforms and within Land-based Facilities as identified in the enclosure (1) SSN Statement of Work (SOW) cited in paragraph 8.0 below.

The anticipated contract will contain a base year effort for FY 2026 and include options during FY 2027 through FY 2030. The contract will contain combination of Level-of-Effort (LOE) Line Items on a Cost-Plus-Fixed-Price (CPFF) basis, and Cost only. Each LOE line item is estimated to cover a twelve (12) month period of performance. The anticipated award date is 21 December 2025.

NOTE: Given the highly technical nature of SSP's mission set as a major weapons systems command and corresponding technical requirements, respondents must provide recent and relevant past performance data (as detailed below) to demonstrate and substantiate the respondents ability to successfully execute requirements detailed in this SSN.

Background
The Strategic Systems Programs (SSP) is conducting market research to identify capable firms for providing technical systems engineering, analysis, and program support services. The focus is on the integration of the TRIDENT II (D5) Submarine Launched Ballistic Missile (SLBM) and Strategic Weapon System (SWS) within the U.S./UK Common Missile Compartment (CMC) for the U.S. COLUMBIA Class and UK Dreadnought Class Submarines, as well as land-based facilities.

This effort is critical to the mission of SSP as a major weapons systems command.

Work Details
The contractor will perform technical engineering support services and programmatic support for the integration of the TRIDENT II SLBM within the CMC. Key tasks include:
- Providing SWS operator expertise and technical assessments of ship systems, subsystems, and components.
- Liaising with SSP Branches, NAVSEA, and shipbuilders on ongoing CMC Program technical efforts.
- Delivering quarterly contract status reports.
- Assisting in technical reviews and comments on design, test, and construction artifacts related to SWS and SWSS systems.
- Supporting production, installation, operational planning, maintenance, and storage planning for CMC Program components.
- Developing presentations and participating in technical teams/meetings related to missile control systems and other relevant areas.

Period of Performance
The anticipated contract will have a base year starting from December 21, 2025, through December 20, 2026, with options extending through FY 2030. Each Level-of-Effort line item is estimated to cover a twelve-month period.

Place of Performance
The work will be performed at various locations including Washington Navy Yard, outlying Field Activities, New London Office (NLO), and the contractor's place of business.
