The preference is to have questions submitted by 12 PM EST, 5 April 2024 (prior to the pre-proposal conference); however, the Government Team will accept questions up until 12 PM EST, 9 April 2024.

The Technical Data Support Service (TDSSe3) enterprise contract is for the continuation of services associated with the sustainment and conversion of Technical Orders (TOs) and engineering data managed within organic systems. Services will include TO and engineering data: management, update, conversion, distribution, and library services. TDSSe3 will replace the single award Indefinite Delivery Indefinite Quantity (IDIQ) contract FA8530-20-D-0002, set to expire 08 March 2025.

The TDSSe3 acquisition will be competitively awarded within the 8(a) Small Business Development Program as an IDIQ contract, in accordance with FAR Part 15. The period of performance will be for nine (9) years (Four (4) year ordering period with one (1) option for five (5) additional ordering periods) and FAR Extension of Services clause 52.217-8 will be included. The award will be to a single source. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency (FAR 5.207(c)(16)(i)).

The Government Team will be hosting a virtual pre-proposal conference on 8 April 2024, tentatively at 9 AM EST for one hour. If interested in attending, please register with the POCs listed. All questions must be in writing and submitted to the POCs. The preference is to have questions submitted by 12PM EST, 5 April 2024 (prior to the pre-proposal conference); however, the Government Team will accept questions up until 12 PM EST, 9 April 2024.

Background

Work Details
The Technical Data Support Services Enterprise – TDSSe3 program encompasses the sustainment of Technical Orders (TOs) and engineering data for AF organizations such as Air Force Sustainment Center (AFSC), Air Force Nuclear Weapons Center (AFNWC), Air Force Research Laboratory (AFRL), Air Force Test Center (AFTC), Air Force Installation and Mission Support Center (AFIMSC), Air Force Life Cycle Management Center (AFLCMC), United States Space Force (USSF), and their Foreign Military Sales (FMS) customers. The services include performance standards and thresholds required to meet Air Force objectives. Standard and threshold deviations will be identified within each task order. This Indefinite Delivery Indefinite Quantity (IDIQ) contract will support Air Force, Space Force, and FMS sustainment of technical data.

Period of Performance
The ordering period for the basic TDSSe3 contract will encompass a single four-year task ordering period with a five-year optional task ordering period. Performance of work will extend no longer than twelve months past the last awarded task order.

Place of Performance
Task Orders can be issued for any combination of on-base and off-base support. Contractor will support several locations across the United States including but not limited to: Hanscom AFB, MA; Hill AFB, UT; Kirtland AFB, NM; Peterson AFB, CO; Robins AFB, GA; Tinker AFB, OK.
