Background
The Technical and Programmatic Support Services (TPSS) MATOC III is issued by the U.S. Army Corps of Engineers to support the Centers of Expertise for Operational Technology Support, including Electronic Security Systems, Utility Monitoring and Control Systems, Cybersecurity, and Engineering Divisions.

Work Details
The contractor will perform a variety of tasks including: quality oversight and management of cybersecurity projects; developing implementation criteria for cybersecurity across agencies; conducting inventories of Facility Related Control Systems, including medical systems; preparing system documentation; procuring and installing software and hardware; performing engineering surveys; providing installation support; ensuring compliance with cybersecurity requirements; training personnel; and preparing various reports such as accident prevention plans, exposure hour reports, and after-action reports.

Specific tasks include system monitoring, troubleshooting, configuration adjustments, testing and verification of systems, and providing technical assistance in cybersecurity.

Period of Performance
The contract will be performed over a period defined by individual task orders negotiated after the base contract award.

Place of Performance
Work will be conducted at various locations throughout the United States including Alaska and Hawaii, as well as foreign locations such as Germany, Italy, Japan, Netherlands, Kwajalein, and South Korea.

Bidder Requirements
Bidders must demonstrate relevant experience in the UMCS/ESS technology field and Cybersecurity. Key personnel must have specific qualifications including a Program Manager with 7-10 years of relevant experience in management or supervisory roles within the field. An unrestricted, Firm Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple award task order contract for Technical and Programmatic Support Services (TPSS) in support to the Department of the Army, Department of War (DoW) and non-DoW Agencies. The work will be performed at diverse locations throughout the United States, including Alaska and Hawaii, outlying areas (as defined by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 2.101), and U.S. Territorial waters (as defined in 46 United States Code (U.S.C.) 70054(2)). The foreign locations include: Germany, Italy, Japan, Netherlands, Kwajalein, and South Korea. Other foreign jurisdictions may be added to the geographic scope of the base MATOC contracts.
