Background
The Naval Information Forces (NAVIFOR) is the Navy’s Global Information Warfare Type Commander, headquartered in Suffolk, VA. NAVIFOR supports three 4-Star Fleet Commanders and is responsible for Navy Information Warfare force generation and delivery to operational commanders.

The N6 Directorate within NAVIFOR coordinates efforts to manage and plan for the use of a secure and interoperable naval network, acting as the principal advisor for IT investment priorities to support the command’s mission. This contract aims to procure technical and program support services to enhance NAVIFOR's capabilities and readiness.

Work Details
The contractor will provide non-personal contractor support services in various areas including:
1. Strategic Planning and Project Management Support: Conduct project planning, facilitate alignment of IT requirements with strategic business plans, develop governance frameworks, analyze project activities for resource optimization, and provide administrative support.
2. Navy Network Modernization and Transformation Support: Assist with cloud migration initiatives, provide operational expertise in network modernization, perform business case analysis, and support Agile Release Train planning.
3. Information Warfare Enterprise (IWE) and IW Type Commander (TYCOM) Support: Prepare reports for senior commanders, align IW readiness efforts with strategic objectives, and improve resource management.
4. IT Service Delivery and Service Management Support: Assist with implementing ITSM best practices, conduct readiness analysis, and support service management processes.
5. Cybersecurity and Assessment & Authorization (A&A) Support: Support RMF process development, conduct cybersecurity assessments, manage eMASS compliance requirements, and provide recommendations for network security improvements.
6. IT Portfolio Management Support: Manage NAVIFOR's IT portfolio investments ensuring alignment with mission priorities.

Period of Performance
The contract will have a five-year ordering period starting from August 3, 2025 through August 2, 2030.

Place of Performance
The contract will be performed at the Naval Information Forces headquarters located in Suffolk, VA.
