Technical and Administrative services supporting Government-Owned/Contractor-Operated (GOCO) facilities   2

The Contractor shall provide Energetics industrial operations services
support the GOCO facilities at NIROP ABL located at Rocket Center, WV,
and NWIRP Bedford, MA. This effort is aligned with the Industrial
Operations mission to improve infrastructure management practices of
the ashore industrial base under NAVSEA cognizance. Services under
this effort will support business management initiatives, workforce
planning, and industrial operation requirements. Industrial operations
specifically include services supporting Government-
Owned/Contractor-Operated (GOCO) facilities at the Naval Industrial
Reserve Ordnance Plant (NIROP) Allegany Ballistics Laboratory (ABL)
located at Rocket Center, WV, and Naval Weapons Industrial Reserve
Plant (NWIRP) Bedford, MA. These services will assist NAVSEA Program
Managers with technical and administrative services in support of the
Industrial Operations mission.
NAVSEA intends to award a sole-source contract to the incumbent
contractor, Dextera Corporation, in order to allow the Government time
to adequately compete the requirement for a follow-on contract.
NAVSEA intends to compete a follow-on requirement via SEAPORT.
Dextera Corporation was previously awarded the current contract as an
8(a) set aside as part of the 8(a) BD Program. Dextera Corporation
graduated from 8(a) status thereby making them ineligible to receive a
follow-on contract. NAVSEA conducted a sources sought under public
announcement N00024-20-R-4001 for potential 8(a) contractors to
continue this effort. NAVSEA received numerous responses from
designated 8(a) contractors. NAVSEA determined no 8(a) contractors
were deemed able to execute the requirement. NAVSEA issued another
sources sought via SEAPORT to again seek potential 8(a) contractors to
continue this effort. NAVSEA again determined no 8(a) contractors were
deemed able to execute this requirement. NAVSEA then requested, and
received approval to remove this requirement from the 8(a) DB
program. A sole source contract will be made due to unacceptable
delays that have occurred and the NAVSEA need for continuation of
contractor performance of this requirement which resulted from the
time required to make a determination that no 8(a) contractor is
capable of executing this follow-on requirement and the time required to release this requirement from the 8(a) DB Program and competitively
award a follow-on contract.
