2/3/2022 RFP has been amended to incorporate the latest versions of Attachment J-01 SOW, Attachment J-03 TERP Procedures, Section L, Section M, Attachment L-07 OCI Disclosure Form, provide responses to Draft RFP industry question, provide responses to Final RFP industry questions, and extend the proposal response date to 14 February 2022. In addition, a second amendment has been provided to update the CLIN descriptions due to a system error. 2/2/2022 The Government is in the process of adjudicating industry questions and is anticipating an extension to the response date. Please continue to monitor PIEE and SAM.gov for updates. /// The Missile Defense Agency (MDA) is issuing this solicitation to procure Specialized Engineering Analyses services to support MDA with the integrated, layered Missile Defense System (MDS) and help advance concepts for future MDS inclusion. Activities will include supporting the Government with: threat systems engineering; advanced technology development; directed energy development; hypersonic defense engineering; space systems engineering; U.S-Israeli Cooperative Program engineering; cybersecurity systems engineering; test analyses and reporting; lethality, hit assessment/kill assessment (HA/KA), and collateral effects and consequence management (CECM); and, concurrent test, training, and operations (CTTO) engineering. The Government requires proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil. The proposal shall be received prior to 5:00 pm central time on February 7, 2022. Late submissions will not be accepted. To initiate the proposal submission through PIEE, the Offeror must register as a proposal manager. Training on the solicitation module is available for proposal managers through PIEE. Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. The subcontractors will register as a proposal manager, and create a separate proposal submission from their prime. Documents submitted by the subcontractor directly to the Government must have the prime contractors team name and RFP number on the first page of the document.
