NOTICE: This amendment does not address the analysis of information received as a result of the RFI posted 21 September 2021. The MDA intends to issue another amendment to the Security Operations and Counterintelligence RFP/Solicitation to address changes, if any, as a result of the RFI. The amendment will include a further extension to the proposal due date.

21 September 2021 --- REQUEST FOR INFORMATION --- Based on feedback from industry, the Government is reassessing the average benchmark rates for certain labor categories and locations listed within Request for Proposal (RFP) Attachment L-05, Electronic Pricing Workbook (EPW). The purpose of this notice is to provide industry the opportunity to submit direct labor rates for those labor categories and locations in order to aid the Government in its analysis. In order for direct labor rates to be considered in the Government's analysis of the TN-SECOPS average benchmark rates, submissions must contain a completed TN-SecOps CI Direct Labor Rate Analysis spreadsheet (attached) along with a detailed justification for the rates provided. The justification shall include at a minimum all job codes and surveys utilized to derive each rate. Additional labor categories or locations may be added to the spreadsheet if necessary. No proprietary information should be included in the submission. After a thorough analysis of industry submissions is complete, the Government reserves the right not to make changes to any of the average benchmark rates included in the current Attachment L-05, EPW. Responses should be submitted to TN-SECOPS@mda.mil NLT COB Tuesday, 28 September 2021.

TEAMS-Next Security Operations and Counterintelligence Solicitation

The Missile Defense Agency (MDA) is issuing this solicitation to procure Security Operations and Counterintelligence services under the Technical, Engineering, Advisory and Management Support Next (TEAMS-Next) acquisition for the MDA. The Security Operations and Counterintelligence requirement will consist of supporting the MDA with advisory and assistance services supporting the development, implementation, maintenance, and assessment of security, emergency management, and program protection for the integrated, layered Missile Defense System (MDS). Efforts include assisting with: Government review and disclosure of U.S. Classified Military Information (CMI) and Controlled Unclassified information (CUI) to foreign governments and international organizations; international visits and assignments to the MDA; technology transfer; munitions export/import licensing for all MDA personnel, offices, components, and support contractors or organizations that receive funding from MDA; and, declassification of documents related to all MDA Research, Development, and Acquisition (RDA) Programs, including Test and Evaluation (T&E) activities, and fielding of the MDS. The Counterintelligence requirement supports Government efforts to integrate Defensive Counterintelligence (CI) activities, products and services, into MDA RDA Programs, Special Access Programs (SAPs); T&E activities; and, worldwide deployment of the MDS. These requirements include Agency CI Program missions and functional areas authorized by Department of Defense (DoD) Directive O-5240.02 that detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize intelligence collection efforts, other intelligence activities, sabotage, espionage, sedition, subversion, assassination, and terrorist activities directed against the MDA, its personnel, information, material, facilities, and activities worldwide.

The requirements in this Request for Proposal (RFP) are for Agency-wide Security Operations and Counterintelligence services directed by the MDA Director for Technical Intelligence (DEI). The RFP for the TEAMS-Next Security Operations and Counterintelligence contract is available for review. The release of this RFP is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this RFP.

The MDA intends to competitively award a single Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract based on a Full and Open competition. The North American Industry Classification System (NAICS) code for this acquisition will be 541690 (Other Scientific and Technical Consulting Services) with a Small Business Size Standard of $16.5M. The contract will be for a base period of 3-years, with one 2-year option, and one 6-month option.

To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the SAM.gov website. Offerors are responsible for routinely checking the SAM.gov website for any possible solicitation amendments that may be issued. Background
The Missile Defense Agency (MDA) has issued a solicitation to procure Security Operations and Counterintelligence services under the Technical, Engineering, Advisory and Management Support Next (TEAMS-Next) acquisition for the MDA. The Security Operations and Counterintelligence requirement will consist of supporting the MDA with advisory and assistance services supporting the development, implementation, maintenance, and assessment of security, emergency management, and program protection for the integrated, layered Missile Defense System (MDS). The Counterintelligence requirement supports Government efforts to integrate Defensive CI activities, products and services into MDA RDA Programs, Special Access Programs (SAPs); T&E activities; and worldwide deployment of the MDS.

Work Details
The contract consists of tasks such as supporting Program Protection Planning, Cyber Mission Assurance, Supply Chain Risk Management, Acquisition/Industrial Security, Information Security, Operations Security, Classification Management, Security Review Supporting Public Release, Declassification, Security Training, and Security Professional Development policy oversight. Additionally, it includes providing embedded matrix support to the assigned MDA Element in regards to security matters covered in this statement of work. Furthermore, it involves assisting in performing and executing all Security Operations and Enterprise (O&E) functions and activities.

The contractor shall also support the Agency’s AT/FP Program by planning and assessing the MDA AT Program; maintaining AT product related data; reviewing construction design drawings; executing AT CA and VA assessments; executing the MDA AT Self-Assessment Program; updating AT Level 1 Training Awareness Program for the MDA Newcomer’s Orientation Program; conducting monthly and comprehensive annual reviews to analyze and ascertain AT Level and UFCs. In addition to this, the contractor shall support the Agency’s Emergency Management and COOP Programs by developing emergency management standards, regulations, practices, training procedures; assessing or evaluating emergency management processes; providing technical advice on preparedness and response activities associated with natural and/or man-made disasters; developing plans to ensure the capability to continue essential functions during all hazards; providing coordination and assistance to major activities to ensure the capability to continue essential functions during any event or incident.

Period of Performance
The contract will be for a base period of 3 years with one 2-year option and one 6-month option.

Place of Performance
The geographic locations where the contract will be performed include Dahlgren VA; Pacific Missile Range Facility HI; Redstone Arsenal AL; Kirtland Air Force Base NM; Schriever Space Force Base CO.
