3 June 2020 - This amendment is issued to provide notice that the draft RFP industry feedback questions and answers have been posted. The document is secured and access must be requested through beta.SAM.gov. Make sure your request includes your company's DUNS/CAGE Code so the request isn't denied. 1 June 2020 - The Missile Defense Agency (MDA) has a Safety requirement under the Technical, Engineering, Advisory, and Management Support-Next (TEAMS-Next) acquisitions. The requirements in this Request for Proposal (RFP) are for Agency-wide Safety services directed by the MDA Quality, Safety & Mission Assurance (QS), supporting Senior Leadership, Execution, and Functional Management organizations. The RFP for the Safety source selection is available for review. An Offeror's Library will be made available upon request.

The MDA intends to competitively award a Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract to a single source based on a total small-business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The contract will be for a base period of three years with two, one-year options and a third 6-month option should the Government need to extend services in accordance with FAR 52.217-8. Award will be made based on the best value to the Government. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.SAM.gov website. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued. Complete proposals must be delivered no later than 8:00 pm Central time Wednesday, July 1, 2020, to the following email addresses:

Background

Work Details
The contractor shall provide Safety services including managing and executing all activities under the contract, conducting and integrating all aspects of the contract such as schedule, cost, risk and opportunity management, recruiting and maintaining qualified personnel to support the required workload, providing technical status to ensure successful reviews and execution of the program, providing necessary administration required to support the contract and provide coordination for the development of presentations, identifying, estimating and reporting expected increases to budget prior to cost being incurred, developing alternative approaches to accomplishing increases in tasks without increases to budget. Additionally, they shall provide technical and program management support for the QS directorate at the 'Core' / MDS-level to execute tasks such as support development, implementation, and execution of MDS safety policies, requirements, and programs at the MDS level; support system safety risk identification and management process at the MDS level; evaluation of safety system design and baseline changes; program reviews; safety audit support.
