HQ0858-21-R-0014 / TEAMS-Next Program Planning and Acquisition (PP&A)

The Missile Defense Agency (MDA) is issuing this solicitation to procure Program Planning and Acquisition (PP&A) services under the Technical, Engineering, Advisory and Management Support-Next (TEAMS-Next) acquisition for the MDA. The PP&A requirement will consist of supporting the MDA with advisory and assistance services supporting all acquisition management, earned value management, international affairs (to include foreign military sales), schedule integration and analysis, and strategic administrative services/assistance for MDA's integrated, layered Missile Defense System (MDS).

The requirements in this Request for Proposal (RFP) are for Agency-wide PP&A services directed by the MDA Director for Acquisition (DA). The RFP for the TEAMS-Next PP&A contract is available for review. The release of this RFP is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this RFP.

The MDA intends to competitively award a single Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract based on a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition will be 541330 (Engineering Services) under the Military and Aerospace Equipment and Military Weapons Exception with a Small Business Size Standard of $41.5M. The contract will be for a base period of 3-years, with two 1-year options, and one 6-month option.

To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.SAM.gov website. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued. Complete proposals must be submitted electronically, to the address provided in Section L of the RFP, no later than 4:00 pm central time on June 21, 2021. Late submissions will not be accepted. Hardcopy proposals will not be accepted. Questions related to this solicitation should be submitted no later than close of business, May 27, 2021 at the email address(es) below.
