Solicitation Notice HQ0858-21-R-0010

TEAMS-Next Facilities, Logistics, and Environmental (FLE) Solicitation

The Missile Defense Agency (MDA) is issuing this solicitation to procure Facilities, Logistics, and Environmental (FLE) services under the Technical, Engineering, Advisory and Management Support-Next (TEAMS-Next) acquisition for the MDA. The FLE requirement will consist of supporting the MDA with advisory and assistance services supporting facilities sustainment and operations, logistics, and environmental management functional areas.

The requirements in this Request for Proposal (RFP) are for Agency-wide FLE services directed by the MDA Mission Support Directorate (MS). The RFP for the TEAMS-Next FLE contract is available for review. The release of this RFP is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this RFP.

The MDA intends to competitively award a single Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract based on a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition will be 541330 (Engineering Services) under the Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy Act of 1992 Exception with a Small Business Size Standard of $41.5M. The contract will be for a base period of 3-years, with two 1-year options, and one 6-month option.

To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.SAM.gov website. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued. Complete proposals must be submitted electronically, to the address provided in Section L of the RFP, no later than 4:00 pm central time on April 16, 2021. Late submissions will not be accepted. Work Details
The purpose of this contract is to provide the Missile Defense Agency with advisory and assistance services supporting facilities sustainment and operations. These services include communication with internal and external customers and service providers, policy and plans review and update, coordination and support of emergency preparedness and building continuity, project management support, operations and maintenance oversight and coordination, support for facility condition assessment and reporting for Missile Defense System (MDS) buildings.
Additionally, it includes identifying logistics requirements and associated product support for the Missile Defense Agency (MDA) Missile Defense System (MDS) Life-Cycle Management Directorate (LM) and effectively designing, developing, acquiring, and applying the 12 Integrated Product Support (IPS) elements to ensure MDS mission success. The requirements cover all geographically dispersed locations identified in this Statement of Work (SOW) to include future hypersonic systems support.

Period of Performance
The contract will be for a base period of 3 years, with two 1-year options, and one 6-month option.
