Contracting, Compliance, Cost/Price, and Operations (C3PO)

This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure services to support contracting, procurement, and small business operations for the Missile Defense Agency. This includes executive-level research, analysis, advice, and product development in the areas of contract policy/compliance; contract pricing; contract specialist; contract operations; procurement operations support to the Acquisition Directorate (DA); small business program support to the Office of Small Business Programs (OSBP); and program support to the Consolidated Support (CS) Program Management Office (PMO). Contract compliance support includes areas such as Procurement Management Review (PMR) preparation, policy compliance reviews, contract policy promulgation/implementation, and source selection advisory support. Contract operations support consists predominantly of E-business service desk and system administration support to CT; Contract pricing support consists of cost/price analyst functions, including cost/price analysis of sole source and competitive proposals. Contract specialist support includes contract execution, advisory support to program offices, and assistance in preparation of required procurement documentation. Procurement operations consists of support to DA in the following areas: support agreements, Inter/Intra-Agency Acquisition Requirements (IAR), Services Requirements Review Board (SRRB); Acquisition Strategy Panel (ASP) and Acquisition Strategy Board (ASB); and executive-level support to DAP. Program support to SB consists of support in areas of outreach, small business forums, OSBP portal/web administration, Mentor-Prot g and subcontracting oversight. Program support to CS consists of core database management and portal support functions, records management, scheduling, and staff action coordination.

This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541611 (Administrative Management and General Management Consulting Services) and the Small Business Size Standard will be $16.5 Million. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of two (2) years and three (3), one-year options. This requirement will use best value trade off procedures in determining the successful offer. The places of performance include: Huntsville, AL; Dahlgren, VA; and Fort Belvoir, VA.

It is anticipated that the solicitation will be posted on or about 15 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date.
The solicitation will be posted to the beta.SAM.gov web site at: https://beta.sam.gov/.
Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the web site and frequently monitoring the site for any amendments. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offeror's responsibility to periodically check this website for updates. If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov. A bidders' list will not be maintained by this office, but interested companies are requested to sign up on the Interested Vendor List in beta.SAM.gov.
When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same.

The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted.
