Description

United States Army Corps of Engineers (USACE) Huntsville Center intends to issue a solicitation in mid-February to provide:

1. technical services including, but not limited to, inspections, assessments, repairs, reports and training for facilities and operations related projects. Target services include electrical inspection and repairs of LIFE/ HEALTH/SAFETY (LHS) deficiencies, fire prevention assessment and training, storage management of Government Provided Materiel (GPM), construction and operations related inspections and assessments.

2. facility inspection teams that identify engineering deficiencies for new and existing construction in accordance with (IAW) various Unified Facilities Criteria (UFC) standards. Target services include:

  • Perform Preliminary and Detailed Evaluations IAW UFC 1-201-02 in order to establish compliance with minimum life safety and habitability requirements.
  • Perform rough and final inspections on in-progress construction efforts IAW applicable UFC standards.
  • Review plans for military construction projects, facility modernization, rehabilitation programs, or self-help projects for compliance with the appropriate UFC standards.
  • Provide the necessary management, supervision, labor, tools, equipment and administrative materials for all services provided, to include safety equipment.
Background
The United States Army Corps of Engineers (USACE) Huntsville Center intends to issue a solicitation to provide technical services including inspections, assessments, repairs, reports, and training for facilities and operations related projects. The target services include electrical inspection and repairs of LIFE/HEALTH/SAFETY (LHS) deficiencies, fire prevention assessment and training, storage management of Government Provided Materiel (GPM), construction and operations related inspections and assessments.

Work Details
The contractor is required to perform a physical inventory on 10% of all lay down containers monthly and provide the physical inventory to TF SAFE in spreadsheet form. They are also responsible for managing the receipt, storage, issue, and transportation of materials, updating material inventory with items issued from storage yards, maintaining system access, catalog item descriptions, category, images, tracking orders with expected delivery dates, submitting orders through TF SAFE management for review and approval by the Government representatives. Additionally, the contractor must monitor feedback from users and administrators on the website, report errors or issues to TF SAFE immediately upon discovery and report all errors. They are also responsible for storing materials to ensure protection from weather, degradation, and theft; loading materials to fill user needs and requests with an assortment of parts; tracking and reporting usage of EBOM daily, monthly, and quarterly; maintaining a 90-day stock level; providing a monthly ordering list to fulfill team orders and maintain the 90-day stock level; providing maintenance and repair of all GP/CAP in their possession; maintaining a purchasing and distribution system at the Administrative Office to provide the GP/CAP to the sites and associated housing areas; processing expendable/durable and non-expendable property item requisitions as needed; processing receipts of complete and partial shipments; providing property accounting and material management services including providing accounting for and controlling personal property (Contractor owned property); processing lateral transfers and change document lateral transfers as directed and approved by the KO.

Period of Performance
The period of performance shall begin on the day of contract award with a base period consisting of Mobilization – 30 days followed by Performance – 320 days. There is also an Option Period 1 for 365 days followed by a Demobilization Period – 30 days.

Place of Performance
All services will be performed at existing and future US Military and coalition occupied facilities within the USCENTCOM AOR which includes Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkey, Turkmenistan, United Arab Emirates (UAE), Uzbekistan, and Yemen.
