This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 70Z03324QBASEA177 and is issued as a Request for Quotation (RFQ).

Description of Requirement:

The contractor must replace the existing electric tankless water heaters with two high efficiency condensing natural gas tankless water heaters.

The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2023-05 Effective Date 08/08/2023, HSAR 6/21/2023, HSAM OCTOBER 2009, CGAP Change Notice 2023-05. SERVICE CONTRACT ACT WD # 2015-5577 REVISION # 23 LAST REVISED DATE DECEMBER 26, 2023 APPLIES.

Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

This contract will be awarded based on Lowest Price Technically Acceptable.

This acquisition is set-aside 100% for SMALL BUSINESS.

Background
The U.S. Coast Guard is seeking a contractor to replace existing electric tankless water heaters with two high-efficiency condensing natural gas tankless water heaters at Coast Guard Base Astoria.

This contract aims to improve energy efficiency and ensure reliable hot water supply for the facility. The solicitation number is 70Z03324QBASEA177, and it is set aside 100% for small businesses.

Work Details
The contractor shall provide all necessary personnel, equipment, tools, transportation, supervision, and services to perform the following tasks:

1. Selective Removal & Demolition:
- Disconnect, remove, and dispose of the existing wall-mounted electric tankless water heater.
- Safely store acoustical ceiling tiles on the pathway of the new piping.

2. Installation:
- Install and program two gas-fired tankless water heaters with valve kits that meet specific performance criteria (heat capacity of 13,300 to 199,900 BTU, UEF of .96, flow rate of 5.8 gallons per minute at a 67-degree temperature rise).
- Run ¾" hot and ½" copper hot water return lines to the existing hose reel in the hangar and insulate with 1” fiberglass.
- Install a circulating pump with specified performance metrics (max flow of 17.2 gallons per minute, max head of 19.36 feet).
- Install necessary gas and vent piping.
- Re-install ceiling tiles that were removed and stored onsite.

3. Cleanup:
The contractor must clean up their work area upon completion of demolition and installation.

Period of Performance
The contract will be performed from August 2024 until completion as specified in the scope of work.
