Tanker Voyage Charter   3

Background
The Military Sealift Command Norfolk, specifically the Strategic Sealift Program Support Office, is issuing a Request for Proposals (RFP) N3220526R6053 for tanker voyage charter services. The mission of this office is to ensure the effective transportation of military cargo and support operations. This contract aims to secure vessel(s) capable of meeting specific transportation requirements for military fuel products.

Work Details
The contractor will provide one clean, approved U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must be capable of carrying a minimum of 270,000 barrels of clean product (F76). Key requirements include:
- Vessel must be part of the Ship Inspection Report (SIRE) System with a recent Q-88 submission.
- Vessel age and specifications must comply with TANKVOY 2026 standards.
- Maximum dimensions: LOA 210 meters, beam 50 meters, DWT 45,000 MT.
- Must provide a stowage plan and safety management certificates.
- Cargo tanks must be compatible with F76 and certified as gas-free by a Certified Marine Chemist prior to loading.
- The route includes loading at St. Theodore, Greece, discharging at Diego Garcia, Salalah, Fujairah, and Jebel Ali. The vessel must also meet reporting requirements every six hours during transit.

Period of Performance
The period of performance begins on April 3, 2026, and ends on April 4, 2026.

Place of Performance
The contract will be performed at various locations including St. Theodore, Greece; Diego Garcia; Salalah, Oman; Fujairah, UAE; and Jebel Ali, UAE.
