Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6030 for a firm-fixed-price contract to support the transportation requirements of the U.S. government.

The acquisition is being conducted under Simplified Procedures for Certain Commercial Products and Commercial Services, focusing on obtaining vessel(s) capable of meeting specific transportation needs.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), capable of carrying a minimum of 150,000 barrels of clean product (JP8).

The vessel must meet various specifications including:
1. Be part of the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to submission.
2. Age and inspection details as per TANKVOY 2024 guidelines.
3. Maximum Length Overall (LOA) of 220 meters and Deadweight Tonnage (DWT) not exceeding 60,000 MT.
4. Must provide a stowage plan demonstrating the ability to load JP8 without exceeding a draft of 8.50 meters.
5. Provide current safety management and security certificates.
6. Confirm readiness for internal tank inspection upon arrival at the load port, ensuring tanks are gas-free and certified by a Certified Marine Chemist.
7. Provide Certificates of Quality for the last three cargoes loaded, ensuring compatibility with JP8.
8. Regular reporting requirements during transit including position/status reports every six hours.

The period of performance will commence on January 30, 2026, with laydays ending on January 31, 2026.

Place of Performance
The intended loading port is Algeciras, Spain (CEPSA Terminal) and the intended discharging port is Mersin, Turkey (TURKNATO Terminal).
