Tanker Voyage Charter   3

Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a tanker voyage charter under RFP N3220526R6028. The acquisition aims to secure vessel(s) capable of meeting specific transportation requirements for military operations.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 240,000 barrels of clean product. Key requirements include:
- Vessel must be part of the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to submission.
- Vessel age and condition must meet specifications outlined in TANKVOY 2024.
- Maximum dimensions: LOA of 200 meters, beam of 32.19 meters, DWT of 50,000 MT, and displacement of 58,930 MT.
- Freeboard must be 17 meters upon arrival laden to the Port of Sitra.
- Must provide stowage plan demonstrating ability to load specified cargo without exceeding draft limits.
- Compliance with safety certifications and inspection requirements is mandatory.
- The vessel must be ready for internal tank inspection and certified gas-free by a Certified Marine Chemist prior to loading.

Period of Performance
The contract period will commence on January 7, 2026, and will cancel on January 8, 2026.

Place of Performance
The intended loading port is Onsan, Korea (S-OIL Terminal), with discharging ports at Mesaieed, Qatar (QATEX Limited Terminal) and Sitra, Bahrain (BAPCO Terminal).
