Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R6053 for the charter of a tanker vessel. The goal of this contract is to secure a vessel capable of meeting specific transportation requirements for military operations, particularly in relation to the Strategic Sealift Program.

Work Details
The contractor will provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 235,000 barrels of clean product. The vessel must meet the following requirements:
- Be a party to the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to offer submission.
- Comply with age restrictions as per TANKVOY 2024.
- Have at least one SIRE inspection not more than six months prior to laydays commencement.
- Not exceed a maximum Length Overall (LOA) of 200 meters, Deadweight Tonnage (DWT) of 70,000 MT, and displacement of 58,930 MT.
- Freeboard must be 17 meters when laden upon arrival at the Port of Sitra.
- Provide stowage plans demonstrating the ability to load the specified cargo with a maximum draft of 12.50 meters.
- Ensure tanks are clean and certified gas-free by a Certified Marine Chemist prior to loading.
- Submit Certificates of Quality for the last three cargoes loaded on the vessel, including test data required by specifications.
The vessel will operate on a route from Ulsan, Korea to Mesaieed, Qatar and then to Sitra, Bahrain.

Period of Performance
The period of performance for this contract will commence on October 31, 2025, and will conclude by November 1, 2025.

Place of Performance
The contract will be performed primarily at Ulsan, Korea (SK Energy Terminal), Mesaieed, Qatar (QATEX Limited Terminal), and Sitra, Bahrain (BAPCO Terminal).
