Description

SOLICITATION N3220525R6044 IS HEREBY RELEASED. SEE ATTACHED DOCUMENTS.

Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a tanker voyage charter under RFP N3220525R6044. The acquisition aims to secure vessel(s) capable of meeting specific transportation requirements for military fuel (JP5).

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 235,000 barrels of clean product (JP5). The vessel must meet the following specifications:

1. Be part of the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to submission.
2. Must have a satisfactory SIRE inspection within six months prior to laydays.
3. Cannot exceed a maximum Length Overall (LOA) of 210 meters and a Deadweight Tonnage (DWT) of 45,000 MT.
4. Must have a freeboard between 6-16 meters upon arrival laden at the Port of Salalah.
5. Provide stowage plans demonstrating the ability to load JP5 with a maximum draft of 13.1 meters.
6. Submit current Safety Management Certificate and International Ship Security Certificate.
7. For U.S.-flagged vessels, provide USCG Certificate of Inspection; for foreign vessels, provide USCG Certificate of Compliance or equivalent.
8. Confirm the vessel's cargo tanks are compatible with JP5 and provide Certificates of Quality for the last three cargoes loaded.

Period of Performance
The period of performance will commence on October 7, 2025, and will cancel on October 8, 2025.

Place of Performance
The contract will be performed at various locations including St. Theodore, Greece; Salalah, Oman; Fujairah, UAE; and Jebel Ali, UAE.
