Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a tanker voyage charter. The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military fuel products, particularly F76. This acquisition is being conducted under Simplified Procedures for Certain Commercial Products and Commercial Services.

Work Details
The contractor shall provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 270,000 barrels of clean product (F76). The vessel must meet the following requirements:

1. Be a party to the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to offer submission.
2. Vessel age and inspection details must comply with TANKVOY 2024 specifications.
3. Must have an SBT and IGS.
4. Maximum Length Overall (LOA) of 210 meters and maximum Deadweight Tonnage (DWT) of 45,000 MT.
5. Provide a stowage plan demonstrating the ability to load the required cargo.
6. Ensure tanks are clean and gas-free for inspection prior to loading.
7. Provide Certificates of Quality for the last three cargoes loaded on the vessel.
8. Confirm compatibility of cargo tanks with intended cargo and provide necessary testing results if previous cargoes contained specific substances like benzene or biodiesel blends.
9. Meet all reporting requirements as specified by MSC, including position/status reports every six hours.

Period of Performance
The contract period will commence on July 18, 2025, with laydays cancelling on July 19, 2025.

Place of Performance
The intended loading port is St. Theodore, Greece (MOH Terminal), with discharge ports at Diego Garcia (DLA Fuel Pier) and Salalah, Oman (MENA Petroleum Terminal).
