Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R4092 for tanker voyage charter services. The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military operations, particularly involving the transport of clean products.

Work Details
The contractor shall provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) that can carry a minimum of 235,000 barrels of clean product. The vessel must meet the following specifications:
- No findings on the Intertanko Chartering Questionnaire 88 or Oil Companies International Marine Forum Ship Inspection Report that would preclude entry into designated terminals in Ulsan, Korea or Mesaieed, Qatar.
- Must be a party to the Ship Inspection Report System and provide a Q-88 dated no earlier than 60 days prior to offer submission.
- Vessel age and condition must comply with TANKVOY 2024 standards.
- Maximum Length Overall (LOA) of 200 meters and maximum Deadweight Tonnage (DWT) of 70,000 MT.
- Must have a stowage plan demonstrating ability to load specified cargo with a maximum draft of 12.50 meters.
- Provide necessary safety and security certificates including USCG Certificate of Inspection or equivalent for foreign flagged vessels.
- Confirm vessel's readiness for internal tank inspection upon arrival at load port, ensuring tanks are clean and gas-free certified by a Certified Marine Chemist.
- Compliance with reporting requirements including position/status reports every six hours and pre-arrival notifications.

Period of Performance
The period of performance will commence on June 26, 2025, with laydays cancelling on June 27, 2025.

Place of Performance
The intended loading port is Ulsan, Korea (SK Energy Terminal) and the intended discharging port is Mesaieed, Qatar (QATEX Limited Terminal).
