Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for tanker voyage charter services. The goal of the contract is to secure vessel(s) capable of meeting specific transportation requirements for military fuel products, specifically JP5 and JA1. This acquisition is being conducted under Simplified Procedures for Certain Commercial Products and Commercial Services.

Work Details
The contractor shall provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), capable of carrying a minimum of 230,000 bbls of clean product (JP5 and JA1). The vessel must meet the following requirements:
- Be a party to the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to offer submission.
- Have a maximum Length Overall (LOA) of 200 meters and a maximum Deadweight Tonnage (DWT) of 60,000 MT.
- Provide a stowage plan demonstrating the ability to load at least 153,000 bbls of JP5 and 77,000 bbls of JA1 with a maximum draft of 10 meters.
- Provide current safety management and security certificates.
- Confirm that upon arrival at the load port, the vessel will be in a clean, gas-free condition ready for internal tank inspection.
- Provide copies of Certificates of Quality for the last three cargoes loaded on the vessel.

The intended route includes loading at Algeciras, Spain, discharging at Lajes in the Azores and Rota in Spain.

Period of Performance
The period of performance begins on May 2, 2025, with laydays commencing on that date and cancelling on May 3, 2025.

Place of Performance
The contract will be performed at Algeciras, Spain (CEPSA Terminal) for loading and at Lajes, Azores (DLA Fuel Pier) and Rota, Spain (DLA Fuel Pier) for discharging.
