Tanker Voyage Charter

Background
This solicitation is issued by the Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office (N103A). The purpose of this request for information is to conduct market research regarding the availability and pricing of tanker vessels. The primary mission of the vessel is to transport clean petroleum in support of the Defense Logistics Agency - Energy.

Work Details
The MSC is seeking information on clean, U.S. or foreign-flagged, double-hull tankers equipped with an inert gas system and segregated ballast tanks. The vessels must have a minimum capacity of 200,000 barrels of JA1, with specific design requirements including:

1. Vessel's age shall be less than 20 years for the duration of the charter; vessels exceeding 15 years must be enrolled in their classification society’s condition assessment program and rated 2 or better.
2. Maximum Length Overall (LOA) of 210 meters.
3. Maximum Deadweight Tonnage (DWT) of 40,000 MT (re-measuring allowed).
4. Maximum displacement of 60,000 MT.
5. Maximum draft of 11.80 meters when carrying 200,000 barrels of JA1.
6. Maximum loading arm height of 15.00 meters.

The intended loading port is St. Theodore, Greece, and the intended discharge port is Marseilles-Lavera, France.

Period of Performance
Laydays are scheduled to commence on April 13, 2025, and cancel on April 14, 2025.

Place of Performance
St. Theodore, Greece for loading; Marseilles-Lavera, France for discharge.
