Tanker (LNG) Voyage Charter

Background
The Military Sealift Command (MSC) is conducting market research for the Strategic Sealift Program Management Support Office located in Norfolk, VA. This Sources Sought Notice (N32205-SS-N103-26-110) is intended to gather information regarding the price and availability of U.S. flag vessels capable of transporting liquefied natural gas (LNG) to meet a storage requirement at Naval Station Guantanamo Bay, Cuba. The goal is to facilitate the first LNG delivery to a new terminal, which will aid in the cooldown process of the LNG terminal and storage tanks.

Work Details
The MSC requires U.S. flag vessels that can carry a minimum of 50,000 MMBTU (approximately 2,200 CBM) of LNG for charter. Specific requirements include:

- Maximum displacement of 41,000 metric tons
- Maximum length overall of 256 meters
- Maximum laden draft of 10 meters
- Maximum beam of 32 meters
- Gross volumetric capacity between 4,000 to 15,000 cubic meters
- Pump-out pressure of 150 PSIG
- Unloading rate of 250 CU M/HR
- Unloading connection with powered emergency release coupling (PERC) to a 6” LNG hose provided by the terminal; emergency shutdown umbilical required
- Terminal must have gas chromatograph for verifying LNG composition and HHV
- Minimum LNG saturated pressure: 5 PSIG; maximum: 20 PSIG; average: 10 PSIG
- Carrier must perform their own mooring analysis meeting UFC 4-159-03 Mooring Service Type I standards (35 knots sustained winds, 1 knot current).

Special handling and discharge requirements include daylight-only operations with discharge terms set at 250 CBM per hour from ship/barge to NSGB Pier C.

Period of Performance
The contract performance period is not explicitly stated but includes specific laycan dates for vessel availability: May 26 – May 29, June 15 – June 18, and July 6 – July 10.
