Tank Level Indicator (TLI) Computer Hardware Procurment

Background
The Statement of Work is in support of an Indefinite Quantity/Indefinite Delivery (IDIQ) contract for flat panel computers, network switches, ruggedized thermostats, and associated equipment to display the tank level indications and system signals onboard U.S. Naval Ships, Military Sealift Command, Army, Coast Guard, and foreign Navy ships.

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is specifically for NSWCPD Code 546, which focuses on tank level monitoring and control systems.

Work Details
The Contractor shall provide material as required for the design, development, fabrication, test, repair, and fleet implementation of shipboard Radar TLI computer hardware. The specific products include:

1. **Operator Interface Panel (OIP)**
- General Specification: Complete integral unit with a hinged bezel.
- Environmental Qualifications: Shock (MIL-S-901D Grade A), Vibration (MIL-STD-167-1), EMI/EMC thresholds (MIL-STD-461E).
- Operating Temperature: Threshold 0°- 60°C; Objective -10° - 70°C.
- Storage Temperature: Threshold -20°– 80°C.
- Operating Humidity: Threshold 0-95% non-condensing.

2. **All-in-One Computer**
- General Specification: Complete integral unit without a hinged bezel.
- Environmental Qualifications: Same as OIP.

3. **Military Computers**
- General Specification: Fanless, passively cooled solid state without a display.
- Environmental Specifications: Same as OIP.

4. **Individual Contract Line Item Number (CLIN) Specifications**
- CLIN 0001: 19" OIP - Quad Core with specific equipment specifications including IP65/IP67 enclosure rating, passive cooling, LCD Display with LED Backlight among others.

5 year ordering period

Place of Performance
Primary place of performance shall be at government facilities in Philadelphia, PA with estimated travel to various locations including Washington DC; Norfolk VA; San Diego CA; Yokosuka Japan; Sasebo Japan; Mayport FL; Pascagoula MS; Pearl Harbor HI; Seattle WA; Rota Spain; Bath ME; Huntsville AL; Baltimore MD; Portland OR; Austin TX; Pensacola FL; Bahrain.
