NOTICE TO OFFEROR(S):

The Massachusetts Air National Guard (MAANG) intends to issue a Request for Quote (RFQ) to award a single firm fixed price (FFP) contract for service to annually clean and inspect Barnes Air National Guard Base's oil water separator in accordance with the Performance Work Statement. The contractor is responsible for providing all labor, tools, parts, transportation, equipment, materials, supplies, services, permits, insurance, and supervision as necessary. Additional details are provided in the attachments to this solicitation.

A contract will be awarded without discussions as a single, Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures. The successful offeror will be determined in accordance with FAR 52.212-2, Evaluation-Commercial Products and Commercial Services as outlined in the Combined Synopsis and Solicitation.

This solicitation, W50S81-25-Q-A012 is 100% set aside for small business IAW DFARS 219.502-2(a)(i). The North American Industry Classification System (NAICS) code is 562998 All Other Miscellaneous Waste Management Services and the small business size standard is $16.5M.

The Period of Performance is a Base Year plus four (4) Option Years.

All firms or individuals responding must be registered with the System for Award Management (SAM). All responsive offerors will be considered by the agency. Paper copies will not be available. You may download the solicitation and email/fax your quote in. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.

Site Visit is scheduled for 10:00AM on 17 June 2025

EAL shall be sent NLT than 2:00PM on 13 June 2025 to the POC listed in this solicitation to be able to come onto the installation. REAL ID is REQUIRED per para 1.4.5.0 of the PWS.

Background
The Massachusetts Air National Guard (MAANG) is issuing a Request for Quote (RFQ) to award a single firm fixed price (FFP) contract for tank cleaning services at Barnes Air National Guard Base, Westfield, MA.

The goal of the contract is to ensure the proper functioning of the oil water separator (OWS) in accordance with the Performance Work Statement (PWS). The contractor will be responsible for providing all necessary labor, tools, parts, transportation, equipment, materials, supplies, services, permits, insurance, and supervision.

Work Details
The contractor shall provide annual pump out and cleaning service of the oil water separator (OWS) located in the POL facility. This includes ensuring the proper working order of the OWS and product recovery tank per the recommendations outlined in the Multiservice Oil/Water Separator Guidance Manual published by the Department of Defense.

The contractor must maintain an adequate workforce for uninterrupted performance during operational hours from 0700 to 1600 on weekdays, excluding recognized US holidays or emergency closures. The contractor is also required to submit documentation on qualifications and past performance as part of their proposal.

Period of Performance
The anticipated Period of Performance includes a Base Year of 12 months plus four (4) Option Years of 12 months each.
