The United States Coast Guard requires services to perform tank and bilge cleaning on USCG Vessels. Services shall be completed in accordance with the attached Statement of Work. The Government anticipates awarding one Requirements contract, with fixed price delivery orders, for one (1) 12-month base period and four (4) 12-month option periods as a result of this solicitation. Services shall take place at the U.S. Coast Guard Yard, 2401 Hawkins Point Road, Baltimore, MD 21226. This requirement is being solicited on an unrestricted basis. Proposals must be received no later than the due date established in this notice. Proposals received after the established due date shall be considered late and eliminated from consideration. Background
The United States Coast Guard (USCG) requires tank and bilge cleaning services for various vessels at the U.S. Coast Guard Yard located in Baltimore, MD. The mission of the USCG is to ensure the safety and security of the nation's waterways. This contract aims to maintain the operational readiness of its fleet by providing necessary cleaning services. Work Details
The Contractor shall provide all personnel, equipment, tools, supervision, and other items necessary to perform tank and bilge cleaning disposal services, Marine Chemist services, and power washing services of underwater hulls. Specific tasks include:

1. Cleaning various types of tanks (e.g., diesel oil, hydraulic oil, sewage effluent) to specified cleanliness conditions (Condition Codes A, B, C) as outlined in the SOW.
2. Performing bilge cleaning under similar cleanliness conditions.
3. Conducting power washing services for underwater hulls within specified timeframes after docking.
4. Ensuring compliance with all applicable federal, state, and local laws and regulations regarding safety and environmental protection.
5. Providing a certified Marine Chemist to inspect and certify tanks as 'Atmosphere Safe for Workers' or 'Safe for Hot Work'.
6. Maintaining a qualified workforce capable of completing tasks within specified timeframes while adhering to safety protocols.
