Description

This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from small businesses. Large and non-profit businesses are not to respond. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUB Zone 8(a), 8(a), HUB Zone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541810 NAICS Code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only.

Title: Talk. They Hear You. National Media Campaign to Prevent and Reduce Underage Drinking and Other Substances-STOP Act
Objectives:

The objectives of the national media campaign TTHY are to align the public health messaging aspect of the campaign with interventions to assist parents and caregivers, schools, and communities in preventing and/or reducing underage drinking and use of other substances. The campaign has two primary sets of objectives for two distinct audiences, the first is parents and caregivers, and the second is youth.

Objectives specifically directed at parents and caregivers are intended to delay the onset of underage drinking or other substances, and are designed to improve parents' and caregivers' awareness, understanding, and behavior around the importance of communication concerning the risks and harms associated with underage drinking by:

  1. Increasing parent and caregiver awareness of the prevalence and risks of underage drinking and other substance use;
  2. Equipping parents and caregivers with the knowledge, skills, and confidence to prevent underage drinking and other substance use; and
  3. Increasing parent and caregiver actions to prevent underage drinking and other substance use.

Objectives specifically directed at youth under the age of 21 are intended to:

  1. Increase the age of first use of alcohol and other substances;
  2. Increase youth perceptions of risks and harms associated with underage drinking and other substances;
  3. Develop refusal and decision-making skills including:

a. How to anticipate and respond to risky situations;

b. How to avoid dangerous behaviors and keep friends; and

c. How to critically assess media messaging related to alcohol and other substances;

4. Enhance family communications about the risks and consequences associated with underage drinking and other substance use;

5. Increase youth exposure to preventive messages for health and wellbeing.

The national media campaign to prevent and reduce underage drinking, TTHY, will focus on parents, caregivers, and youth in all parts of the nation, and will represent and include socially, economically, ethnically, and racially, diverse populations from urban and rural populations.

A copy of the company capability statement will also be accepted. Responses are due on 2/2/2022. The anticipated period of performance is one year with four one-year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in www.sam.gov.
Only small businesses need to respond to this sources sought. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the questions included in the attached synopsis.

Work Details
