Tactically Oriented Technology Insertion Mast Design and Development   4

The Naval Sea Systems Command (NAVSEA) is issuing a Full and Open Competitive solicitation for the development of a First Article Unit and production of up to 47 Tactically Oriented Technology Insertion Imaging Masts (TOTIM) under a performance specification. This requirement also includes diploop cable assemblies, Engineering Services, and Provisioned Item Orders. The resultant contract will include one (1) base year and five (5) option years. The RFP is includes a Cost-Plus-Incentive-Fee (CPIF) First Article design and development in the base period with first article units being procured on a CPIF basis in option year 1. Production units shall be procured on a Fixed-Price-Incentive basis in option years 1-5. Engineering and Technical Services will be procured on a Cost-Plus-Fixed-Fee level-of-effort basis with support on a cost-only basis. The TOTIM is the future generation panoramic, modular, and non-rotating photonics mast.

This solicitation, performance specification and other related controlled files will be distributed only to those companies with a validated security clearance. To attain this validation, prospective Offerors must submit a completed "Terms of Use" agreement (attached to this listing) completed and signed by an authorized representative of the company to the PCO Representative, Ms. Cady Walker, at cady.walker@navy.mil and the Contracting Officer, Ms. Lisa Sherman at lisa.sherman@navy.mil. Once a prospective Offeror's need-to-know and security clearance is verified and approved, the company will be authorized to receive the solicitation, performance specification and other related controlled files via the AMRDEC Safe Access File Exchange (SAFE) website (https://safe.amrdec.army.mil/safe/Default.aspx). Offerors who previously submitted a "Term of Use" agreement in response to the draft RFP and were previously verified by NAVSEA security are not required to re-submit a "Terms of Use" agreement and will receive the solicitation package via AMRDEC SAFE shortly after the posting of this announcement. Any classified data related to this solicitation will be mailed to the mailing address identified in the "Terms of Use" agreement. The classified data that was previously distributed to verified Offerors as a result of the draft RFP has not changed since the finalization of the solicitation and therefore may not be re-distributed to those Offerors who previously received said data. If new classified data is being provided as a result of any revision to the RFP since the draft was posted, that new data will be distributed to all verified Contractors.

DFARS 252.204-7004 Alternate A, System for Award Management, applies. Lack of current registration in the SAM database will make an Offeror ineligible for award. Registration information may be obtained via www.sam.gov.

The Government will consider all comments received. The Government does not commit to providing a response to any comments or questions. The subsequent revision to the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This solicitation shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.
