Tactical Village Parking Project

Background
The Tactical Village Parking Project is initiated by the United States Secret Service (USSS) at the James J. Rowley Training Center (JJRTC), located in Laurel, Maryland. The JJRTC serves as the primary training facility for USSS personnel, encompassing approximately 490 acres with multiple buildings for classrooms and conferences.

The goal of this project is to enhance the training environment by constructing a new parking lot that accommodates 100 vehicles, along with additional repairs and upgrades to existing infrastructure.

Work Details
The project involves designing and constructing a 100-vehicle parking lot, including general repairs, pothole repairs, roadway upgrades, and rehabilitation of feeder routes for the Protective Operations Driving Course (PODC). The work includes:
- Base Bid: Construction of a 100-vehicle parking lot.
- Option 1: Potholes and pavement repair.
- Option 2: Roadway upgrades (excluding PODC).
- Option 3: Construction of an additional 55 parking spaces.
- Option 4: Construction of another additional 55 parking spaces.
- Option 5: Construction of an additional 111 parking spaces.

The contractor must ensure compliance with local, state, and federal building regulations, use high-quality materials, provide all necessary labor and equipment, conduct site surveys and geotechnical investigations, develop complete designs meeting applicable codes, and ensure proper drainage and stormwater management.

Place of Performance
The construction projects will be performed at the James J. Rowley Training Center located at 9200 Powder Mill Road in Laurel, Maryland.

Bidder Requirements
Bidders must provide all labor, materials, equipment, permitting, testing services necessary to complete the work as outlined in the statement of work. They must also have experience in similar projects and comply with safety qualifications. Additionally, contractors are required to follow all applicable building regulations and provide warranties for materials used.

The described work includes construction and upgrades to James J. Rowley Training Center facilities, including building a Tactical Village classroom and other Tactical Village structures, as well as constructing a Tactical Raid Dynamic Training House. This opportunity’s parking lot construction and associated roadway/pavement repairs at the same training center appear to be a continuation of facility improvements within the Tactical Village area and broader RTC infrastructure scope.
