Background
The 31st Rescue Squadron (31 RQS) is tasked with rescuing and recovering isolated personnel from various environments, including cold weather and mountainous terrains. This contract aims to provide Tactical Snow and Ice Training in Japan, which is essential for maintaining operational readiness in these challenging environments.

The training is mandated every 12 months for personnel to refresh their snow and ice operations knowledge, as per AFMAN 10-3507 guidelines.

Work Details
The contractor shall deliver an eight-day Cold Weather/Snow and Ice training program for twelve personnel, which includes:
1. One day of classroom training covering topics such as environmental effects on operations, terrain characteristics, emergency medical operations in cold weather, avalanche causes, hazard prediction methods, survival actions, and rescue techniques.
2. Two days of skiing and skinning techniques at a local ski resort with contractor-purchased lift tickets.
3. Three days of performance-based training in backcountry/ice climbing environments focusing on critical tasks from AFMAN 10-3507.
4. Two days of scenario-based training emphasizing Mountain Leader qualification tasks such as leading movement through avalanche-prone terrain, conducting casualty evacuations in snow or ice, and mission planning for rescue operations.

The contractor is responsible for all training site coordination and ensuring all necessary materials and equipment are provided.

Place of Performance
Training will be conducted in Japan, specifically within a 2.5-hour driving distance from a major airport and close to a ski resort with access to backcountry training facilities.
