Tactical Engagement Simulation Systems (TESS)

Tactical Engagement Simulation Systems (TESS) is a training system instrumentation system designed for the AH64 Apache Longbow Force to conduct individual, crew, and collective level training for aerial gunnery operations. It provides air to ground integration for real time position location and After-Action Review (AAR). TESS is comprised of an Aircraft System, Ground Host System (Mobile Command Control or MCC station), and Ground Vehicle System that is field deployable and provides for player-to-player communications, decentralized engagement adjudication, real-time casualty assessment, and recording of training exercises to debrief crews and units.

The systems for the helicopters, ground forces and the data display and play back units contain SMODIM and SMOTAR software and firmware that is proprietary to Inter-Coastal Electronics, LLC (ICE). The attached approved Limited Source Justification (LSJ) is to procure supplies and services from Inter-Coastal Electronics, Inc. (ICE) to support the Department of Army 166th Aviation Brigade, First Army Division West, 302nd Squadron, Royal Netherlands Air Force at Fort Hood Texas. This acquisition is conducted under the authority of the GSA Multiple Award Schedule (MAS) Program, FAR 8.405-6 (a)(1)(i)(B), there is only one source is capable of responding due to the unique or specialized nature of the work, as authorized by FAR 8.405-6.
