This Naval Sea Systems Command (NAVSEA) solicitation is for the design, development, integration, test, delivery and life-cycle support of the Tactical Control System (TCS) for Technology Insertion 2018/Advanced Processor Build 2019 (TI18/APB19), TI20/APB19, TI20/APB21, TI22/APB21, TI22/APB23 and TI24/APB23 for all classes of in-service and new construction U.S. Navy and Royal Australian Navy submarines. This effort will also include integration of the TCS, the Payload Control System, Common Infrastructure Services, and Information Assurance Subsystems into the AN/BYG-1 (Army-Navy, Underwater, Data Processing, Fire Control, Model #1) Submarine Combat Control System.

The TCS is an integrated subsystem of the AN/BYG-1 Submarine Combat and Weapons Control System. The primary function of the TCS is to support submarine mission sets by providing Command and Control tools to accurately localize and track contacts of interest, fuse various sensor/data inputs, and support contact management. The TCS is a fully integrated, mission critical subsystem that provides submarine platform functionality and services including: Contact Management, Target Motion Analysis, System Parameter Management, Off-Board Contact Management & Interoperability, Periscope Video, Platform Command and Control, Rapid weapon and countermeasure engagement support, Operational Mission Planning, Unmanned Systems Integration, Collins Sensor Data Server, Training and Maintenance, Sensor Open System Interface/ Tactical Open System Interface, and Tactical Web Server / Reconstruction.

The Government intends to award a single contract for this effort.

The estimated period of performance is Dec 2019 to Dec 2027.

Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two (2) or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)). This procurement will be conducted using full and open competition in accordance with FAR Subpart 6.1.

Background
