Tactical Combat Casualty Care

Background
The Marine Corps Installation (MCI) West, Regional Contracting Office (RCO), Camp Pendleton, CA, is issuing a Request for Quotation (RFQ) to procure services for Tactical Combat Casualty Care (TCCC). The contractor will provide one day of Tactical Combat Casualty Care - Combat Life Savers (TCCC-CLS) training utilizing live patient models (LPM). The training will consist of tabletop didactic instruction and dynamic scenario-based assessments in accordance with joint service TCCC-CLS standards.

Key tasks include:
1. Familiarization with applicable laws and documents related to animal care and training.
2. Adherence to MARADMIN 421/22 protocols and the latest Joint Trauma System TCCC guidelines.
3. Training provision for 45 students with a 4:1 instructor/Subject Matter Expert to student ratio.
4. Utilization of suppliers licensed by the USDA and accredited by AAALAC.
5. Maintenance of an Institutional Animal Care and Use Committee (IACUC) accredited by AAALAC that conducts regular reviews.
