T1 Data Circuit, Telecom Services Trinity Dam   3

Background
The Bureau of Reclamation, Mid-Pacific Region, is issuing this contract for T1 Data Circuit Telecom Services at Trinity Dam. This is a sole source requirement specifically for TDS/Happy Valley Telephone, which has been the service provider since 2009. The service is essential for the Supervisory Control and Data Acquisition (SCADA) system that operates between Trinity Dam and Keswick Dam, ensuring effective control of operations.

Work Details
The contractor will provide Facilities Access Service for a T1 Data Circuit for the Central Valley Operations Office at Trinity Dam. This includes:
1. Providing a dedicated T1 circuit for SCADA operations.
2. Maintaining operability of the circuit 24 hours a day.
3. Submitting invoices for payment at the end of each billing period via Electronic Funds Transfer.
4. Ensuring compliance with security requirements and safeguarding government equipment and information.
5. Conducting business support from 6:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays.

Period of Performance
Base Year: September 1, 2026 to August 31, 2027; Option Year 1: September 1, 2027 to August 31, 2028; Option Year 2: September 1, 2028 to August 31, 2029; Option Year 3: September 1, 2029 to August 31, 2030; Option Year 4: September 1, 2030 to August 31, 2031.

Place of Performance
The services will be performed at Trinity Dam located at 002-2000 Powerhouse Rd, Trinity Center, CA 96091. Operations will also involve activities between Trinity Dam and Keswick Dam over a distance of approximately 33 miles.

Bidder Requirements
Only TDS/Happy Valley Telephone is eligible to submit a quote as this is a sole source requirement. The contractor must have experience providing telecom services specifically related to SCADA systems and must comply with all security requirements set forth by the Bureau of Reclamation.
